In a stunning case of union corruption, Philadelphia union boss and ‘political kingpin’ John Dougherty (aka “Johnny Doc”) and others were slammed with a 160-page indictment on Wednesday morning.
Here’s the story and the indictment:
PHILADELPHIA, PA—One of Philadelphia’s most powerful union bosses and political king maker, IBEW Local 98’s John Dougherty (aka ‘Johnny Doc’) and other Local 98 members, as well as a Philadelphia city councilman were slammed with a 160-page, 116-count indictment for public corruption on Wednesday morning, following a years-long investigation.

The charges include conspiracy to embezzle union funds, conspiracy to commit honest services fraud, wire fraud theft from Local 98 and from a political action committee, falsification of labor union financial records and reports, federal program bribery, making false statements to the FBI and related tax charges.

Union boss Dougherty is represented by David Axlerod, a Philadelphia attorney who, according to his bio, specializes in “representing companies and individuals under investigation by government agencies, including the U.S. Department of Justice and U.S. Securities and Exchange Commission, concerning alleged violations of state and federal law, including securities laws and the Foreign Corrupt Practices Act (FCPA), as well as antitrust matters.”
When the FBI and other agencies raided Dougherty’s home last year, the union boss told news reporters “I’ve been under scrutiny my whole life. I don’t know why– maybe it’s because I win too much.”
“Nothing’s changed since they were there 10 or 12 years ago. The only thing different is the tomato bushes in the back,” Dougherty said.
